What is the make/model of your device?

Did you make any changes to the computer prior to the issue?

Are you using a laptop or a desktop? It sometimes happens that your laptop battery is low and the screen switches to basic theme.

Do you have some preinstalled software on your computer?

Manufacturer of your computer may have installed something which is responsible for a desktop personalization and changing wallpaper. Check what is running in a background (it may have an icon in the taskbar notification area). If this is responsible for a personalization change its settings, or disable it, or uninstall it.

Sometimes power options can also cause this. If you have selected to save power, Windows would load the basic theme to save power.

Boot your computer in a clean boot state and check if the issue persist.

Reset the computer back to Normal Mode once you are done with the troubleshooting by following the section "How to reset the computer to start normally after clean boot troubleshooting" from the same article.

Naw, the dots simply indicate that we couldn't load the wallpaper for some unknown reason.

Where is the wallpaper located at?  Is that location accessible during startup... ?

OK: then for whatever reason during startup the wallpaper failed to load.  This sounds like the kind of thing I would need to get under a local debugger to diagnose.  For now you should be able to reselect the wallpaper and it should work.
